OLD LYME PLANNING COMMISSION
REGULAR MEETING
THURSDAY, DECEMBER 13, 2012



PRESENT WERE:  Harold Thompson, Robert McCarthy, Steven Ross, Stephen Martino, Chris Kerr and Alternates Todd Machnik and Don Willis.  Also present were Tom Metcalf, Ed Cassella and Bonnie Reemsnyder.

Chairman Thompson called the meeting to order at 5:00 P.M.

QUESTA BUILDERS, INC. – REQUEST FOR 90 DAY EXTENSION- 5 & 10 DAVIS ROAD.

Harold Thompson made a motion to grant a 90 day extension for the filing of the mylars.  Robert McCarthy seconded the motion.  The motion passed unanimously.

DISCUSSION – UPDATING DESIGN AND CONSTRUCTION STANDARDS AND SUBDIVISION REGULATIONS

Thompson stated that Tom Metcalf and Ed Cassella have reviewed the Haddam Design and Construction Standards and highlighted a numbers of items that need to be addressed by the commission, Board of Selectmen, and Public Works.

Metcalf noted that the Haddam Regulations give a lot of authority to various departments to make independent decisions concerning day to day activities.  He also noted there are items like landscaping and lighting as well as aesthetic structures that he feels the commission or a committee needs to review and decide how the Town of Old Lyme would like proceed.   

Reemsnyder stated she feels there should be a mechanism in place to allow the Board of Selectmen or the appropriate Land Use Commission or its designee authority to be responsible for design review of an application or the performance of various work based on their knowledge and level of expertise.  Ultimately the decision to ask any department to perform any assignment relating to the review of an application or Town improvements should lie with the Board of Selectmen or appropriate Land Use Commission or its designee.

Metcalf stated he felt the Public Works should review a draft of these regulations which would include the standards as they are revised to provide their input with regard to such items as curbing, guard rails, location of side walks, center islands in a cul-de-sac and tree plantings.  

Metcalf further suggested that the Tree Commission also review the revised set of regulations and provide their input.  

Thompson suggested the commission hold a workshop and identify the sections of the regulations that need to be sent out to specific departments for their review and input.  

Metcalf and Cassella agreed to do a preliminary clean up to get the process in line with the appropriate references (Public Works, Town Planner, Board of Selectmen or its designee) prior to the January meeting.

ELECTION OF OFFICERS

Chris Kerr made a motion to reinstate the existing slate of officers.  Don Willis seconded the motion.  The motion passed unanimously.

READING AND APPROVAL OF THE NOVEMBER 8, 2012 MINUTES

Steven Ross made a motion to waive the reading and approve the November Minutes as submitted.  Stephen Martino seconded the motion.  The motion passed unanimously.
